Ok, this “episode” of lost in translation is a competition:
The first who can tell me what this device is for and what the voice says, gets 5 original DVDs from a Chinese shop! 
BTW…I found this “device” plugged in a socket behind the television.

well even though that this record has quite a bad quality as my chinese, I am pretty sure that it says:
“Insert into the wall slowly and the light will switch on”
Ok, I see that’s shouldn’t be much of a help but hey – welcome to China; a lot of things overthere don’t make sense at all…
